Water, Sewer, Garbage and other Town services:
Water, Sewer, and Garbage. There is a single stream recycling collection container at the recycle center at the south end of 5th Street. We also have areas to dispose of appliances (no refrigerators), other metals, waste oil, and yard waste. Please call Town Hall for information and directions to these disposal areas.
Fill out a new utility application found here: (New Utility App). Bring the form down to Town Hall. You will also have to pay a deposit equal to 2 months of standard service rates that is refundable after 6 months. Then schedule a time to activate your account at Town Hall.
Utility bills are generated on the 25th of each month and may take a couple of days to reach you depending on the mail system volume. Bills are due the following month by the 20th of the month. Any payments received after midnight of the 20th are eligible for a $10.00 late fee.
Go to www.allpaid.com and search Town of Garfield. Pay location number is a002m9 (Utility Payment). Click “Pay This Location.” Then enter in the details. Please allow a couple days for the transaction to process.

Yes, up to 14 days. If the guests become a nuisance, the Town has the right to have the vehicle removed immediately.
Animals:
Dog tags are encouraged for all dogs within town limits. They are $5.00 per dog if the dog is spayed or neutered and $10.00 if not. The main reason for licensing your animal with the Town of Garfield is to better assist the animal in finding its way home if it is found roaming the town. If there is no record of the animal at town hall and we are unable to locate its home, the dog will make its way to the Whitman County Animal Shelter where another fee will be applicable while the animal is housed.
No roosters allowed, no exceptions. Residents may have up to 15 chickens if residence is less than 1 acre in size. Up to 30 chickens if residence is more than 1 acre in size but less than 2 acres. Up to 50 chickens if residence is over 2 acres in size. All chickens must be in an enclosed space. If the chickens are going to be free roaming, then your entire property must be fenced to keep the chickens enclosed.
Pigs or any swine are not allowed within Town limits. No exceptions.
